This is a science fiction, and not actually horror, called "Freaks" made in 2018, with directors Zack Lipovsky and Adam B. Stein. It stars Emilie Hirsch, Bruce Dern and Grace Park.
It centres around a young girl who lives with her father in a house that is trapped inside a protective bubble, with taped up windows, extra locks, almost zero sunlight. The reason being that the girl has special magical powers, like her father, and they're hiding from a brutal system that is intent on finding them. The girl sees ghosts, and has a keen interest in a strange ice cream van outside.
Rating 6/10 as the film is quite depressing.
